Chief Information Officer

Base Pay: $181,376-$283,400 JOB SUMMARY The Chief Information Officer (CIO) for Shasta Community Health Center will lead the centralized Information Technology (IT/Informatics) service through an Information Technology Shared Services Organization.

The CIO will provide technology vision and leadership for developing and implementing information technology in all IT/Informatics initiatives.

This individual is responsible for the planning and execution of an information technology vision, goals and IT/Informatics initiatives that support the long-term objectives, mission and vision of Shasta Community Health Center (SCHC).

This leader will collaborate and manage a team of professionals who are accountable for the delivery of all information technology services in the organization.

The CIO will be a member of the Senior Management Team and report to the Chief Executive Officer.

JOB DUTIES AND RESPONSIBILITIES IT/Informatics/Quality Improvement - Governance and Portfolio Management: · Leads a structure that aligns IT/Informatics with business goals while balancing resource constraints (human and fiscal) to optimize IT/Informatics investments.

This process will produce an IT/Informatics plan and budget that is integrated into the system planning and budgeting processes.

· Responsible for the selection, acquisition, development, installation, maintenance, and support of information technology for SCHC.

· Along with Director of Quality Improvement, guides in the development, maintenance and optimization of Data Analytics systems designed to inform clinical and operational strategy.

· Supervise the data collection and validity of updates to the annual PHC Quality Improvement Program.

· Manages, in conjunction with other leaders, the project approval and selection process.

· Stay abreast of industry regulatory changes relative to reporting, compliance, privacy, and security concerns.

(Ex ICD-10, Promoting Interoperability, System Upgrades, UDS).

· Monitors and reports on the performance of the IT/Informatics portfolio including actual vs.

expected results, budgets, and project duration.

· Performs an ongoing assessment of employees and contractors and IT/Informatics performance on behalf of SCHC across the System.

Evaluate performance and skill against organizational needs.

· Oversees relationships between IT/Informatics resources and external entities including contract negotiations and audits.

(e.g., government, vendors, researchers, and other health care organizations) · Responsible for the maintenance of digital system internal controls for annual financial audits.

EMR Development, Operations and Technical Support · Develops the EMR and develops a permanent reporting structure and a service delivery model for the EMR.

Establishes processes and metrics necessary to demonstrate the EMR efficacy.
