Human Resource Administrator

The HR Administrator makes that happen by keeping people processes accurate, confidential, and compliant with employment law.

This person is the first point of contact for employee questions about policies, pay, benefits, and leave.

They work closely with leadership to recruit and retain staff who share Elijah House's mission and values.

Essential duties and responsibilities Post job openings, screen applications, and schedule interviews with hiring managers.Prepare offer letters and coordinate background checks, reference checks, and fingerprinting where required.Maintain applicant records and track time-to-hire.

Run new-hire orientation and collect I-9, W-4, and state tax forms on time.Set up personnel files, system access, and required trainings.Conduct exit interviews and process separations, final pay, and benefit terminations.

Keep personnel files complete, current, and confidential.Enter and audit data in the HRIS and timekeeping system.Track credentials, licenses, certifications, and training deadlines.

Process payroll each pay cycle accurately and on time, from timesheet collection through final approval.Review and reconcile timesheets, hours, overtime, double time, meal and rest period premiums, and PTO under California wage-and-hour law.Enter new hires, pay rate changes, deductions, garnishments, and terminations in the payroll system.Calculate and issue final paychecks within legally required timelines.Reconcile payroll registers, resolve discrepancies, and work with Finance on payroll journal entries and grant or contract cost allocations.Coordinate payroll tax filings, W-2s, and year-end reporting with the payroll provider and Finance.Administer open enrollment, new enrollments, and life-event changes.Answer employee questions about benefits, PTO, and leave.

Administer leaves of absence (FMLA, state family leave, disability, workers' compensation).Keep required labor-law postings, filings, and reports up to date.Help ensure policies follow federal, state, and local employment law.

Maintain personnel files that meet DHCS licensing and certification requirements, including staff qualifications, job descriptions, health screenings, TB test results, and required training records.Track counselor registration and certification with DHCS-approved certifying organizations, plus professional licenses, CPR/First Aid, and other credentials; send renewal reminders before expiration.Verify licenses and credentials at the primary source at hire and renewal, per Joint Commission Human Resources standards.Coordinate staff orientation, annual competency assessments, ongoing education, and performance evaluations required by The Joint Commission.Run exclusion and sanction screening at hire and monthly (OIG LEIE, Medi-Cal Suspended and Ineligible Provider List, SAM.gov) and document results.Monitor staffing-related terms of county, state, and Medi-Cal (including DMC-ODS) contracts, such as staffing levels, required positions, training hours, and re...
