Government Relations and Regulatory Policy Manager
General Purpose
This position is responsible for strategic oversight, implementation, and ongoing management of policies and procedures (P&Ps) for Skilled Nursing Facilities (SNFs), Senior Living facilities, and other entity types.
This role ensures organizational compliance with applicable federal, state, and local regulations while proactively mitigating regulatory risk.
A core focus of this position is the centralized oversight and governance of facility policies and procedures, including development, review, revision, approval workflows, version control, and dissemination to ensure consistency and regulatory alignment across all facilities.
The role also serves as a key regulatory lead, responsible for tracking, analyzing, and communicating legislative and regulatory developments (e.g., Assembly, House, Senate, CMS, CDC, and state agencies) that may impact operations, compliance, reimbursement, or quality of care.
Through strategic planning, leadership, and consultation, this position partners with corporate leaders and facility teams (remote and onsite) to translate regulatory and legislative requirements into operationally sound policies, procedures, and compliance strategies that reduce risk and support high-quality resident care.
This position additionally provides oversight of Regulatory Analysis functions, ensuring initiatives, deliverables, and performance align with departmental goals and the PACS strategic operations plan.
Essential Duties
1.
Policy and Procedure Oversight and Management
* Lead the development, review, approval, implementation, and maintenance of organizational policies and procedures for SNFs and senior living facilities.
* Establish and manage a standardized P&P governance framework, including version control, review cycles, approval authority, and regulatory crosswalks.
* Ensure policies and procedures align with CMS, CDC, state agency, and accreditation requirements.
* Collaborate with clinical, operational, legal, and quality teams to ensure policies are practical, compliant, and consistently applied.
* Monitor policy adherence and support facilities with implementation, education, and corrective actions as needed.

Policy and Procedure Oversight and Management
* Track, analyze, and interpret federal and state legislative activity, including Assembly, House, Senate, and regulatory agency actions impacting long-term care and senior living.
* Assess operational, financial, and compliance implications of proposed and enacted legislation.
* Prepare summaries, alerts, and impact analyses for leadership and stakeholders.
* Support organizational advocacy efforts by providing regulatory and legislative insights.
