Program Specialist II - Indio

The County of Riverside's Housing and Workforce Solutions (HWS) Department, Office of Homeless Services (OHS) Division, is seeking a qualified Program Specialist II to join the team in Indio.

The Program Specialist II manages and monitors the Prop 47 grant and other state- and federally funded programs aimed at reducing recidivism and homelessness among justice-impacted individuals.

The role ensures compliance, oversees subrecipient performance, and provides technical assistance and subject matter expertise to service providers.

Responsibilities include coordinating a multidisciplinary team to deliver trauma-informed care, supporting program design and implementation, and collaborating with community partners and organizations.

The incumbent collects and analyzes client-level data using the County's Homeless Management Information System (HMIS) to track housing and service outcomes, prepares monthly and quarterly reports for grantors, and ensures fiscal oversight of grant funds.

The position also involves regular travel to offsite locations for program oversight, community engagement, and participation in events and resource fairs.

The candidate must have previous housing program experience.

The most competitive candidates will have experience working with state and federally funded programs, as well as preparing and submitting monthly and quarterly reports to grantors for various programs, preferably housing programs.

The Housing and Workforce Solutions (HWS) Department's Office of Homeless Services (OHS) primary purpose is to develop and maintain an effective county-wide Continuum of Care.

The OHS oversees our community's plan to organize and deliver supportive social services, including housing options, which meet the specific needs of homeless individuals and families.

The goal is to move homeless people toward stable housing and maximum self-sufficiency.• Analyze new and revised legislation which govern social services and/or child support programs to determine impact upon operations; analyze existing operations and procedures within an assigned area.

• Conduct studies and make recommendations for procedural or organizational changes including staffing requirements and costs; plan and coordinate the implementation of program changes with systems (EDP) and other departmental areas.

• Oversee general complaint function: investigate complaints involving various social services and child support programs.

• Develop and review departmental policies and procedures to ensure compliance with state and federal legislation, regulations, and directives.

• Compose, organize, and revise departmental policy and procedure manuals; may plan and coordinate the development of new and revised programs, contracts, and interagency agreements with department staff, other County departments, and community agencies.
